The official WHOIS for .il domains is run by ISOC-IL at whois.isoc.org.il. This site's answer comes from a static dataset plus a live DNS lookup, so it can miss real registrations — the official WHOIS is the one to trust.
According to the ISOC-IL registration rules the public WHOIS displays:
Phone numbers, physical addresses and the identity of the contacts are not displayed.
Under the rules, renewal is the holder's own responsibility and the registry does not notify anyone. Renewal can only be submitted in the last three months of the allocation period. If the name is not renewed, the registry may cancel the allocation or suspend the domain without prior notice; suspension means the active DNS name-server delegation is removed. Until the registry finally deletes it, the name remains allocated to the holder.
The registry does not use its discretion to cancel within 30 days after the end of the period (the grace period), which ISOC-IL may extend by up to a further 90 days in particular circumstances. During the grace period only a renewal or one transfer request can be submitted.
Because of the above, a domain can be registered but have no active DNS — for example during suspension. That is why this site only calls such a result a hint ("no active DNS — may be expired"), never a confirmation. Check the record's status and expiration date in WHOIS before you plan around it.
